Hard to say at this point. The Chechnyan province is notorious for having terrorists group attack the Russian govnerment (killings in Moscow etc..) ever since the 1991-1996 war between the two as Chechnya tried to become independent of Russia.
Not sure if any of the terrorist groups in the province tie in with Al Qieda, but the older brother definitely was influenced as it was documented that he went back to Chechnya for 6 months... Who knows what happened in that time?

But congressional researchers and foreign policy analysts have long tracked a connection between the Chechnya region and Islamic extremists sympathizing with Al Qaeda and the Taliban. "The Chechen jihadi network is very extensive," Middle East analyst Walid Phares said Friday. "They have a huge network inside Russia and Chechnya." John Bolton, former U.S. ambassador to the United Nations, said Chechen rebels are motivated by two things -- a desire for independence from Russia and Islamic radicalism. He speculated that, if the suspects are Chechen, they could be motivated more by the latter. "They could well be supported by a significant international network," he said. How do you know this. The older brother went back to Russia for months on end..... What was he doing there for all that time? The Russian government even contacted the US saying that he could be a danger. Yikes. We don't know who he was in contact with, but no way you can rule out any connection with Al-Qaeda.
